The agent reads the fare rules and tells you what Air Canada returns: money, a credit or nothing, and by when.
If Touriyo issued the ticket, the agent cancels it once you agree and sends you the confirmation. If you bought it from Air Canada or another agency, the agent explains the rules and tells you which channel can cancel it.
Touriyo's fee, if any, is charged only when the cancellation is done, and it is never taken out of money the airline owes you.
